Adopted dog is terrified to even see a leash!?

My husband and I adopted a dog that had been badly abused several months ago. It took a while but she learned to trust and love us. She loves snuggling and sitting on our laps to be pet. The problem is, she is terrified of leashes. If she even sees a leash she rolls over onto her back and urinates out of fear! Ive read you can leash train a dog by starting slowly, clipping the leash on and just letting her drag it around but we cant even get that far. Shes too afraid of the leash for us to even put it on. Unfortunately, she is also scared of being carried and if you lift her up she will pee all over you out of fear. This makes leaving our property with her almost impossible. We have a fenced yard that she is comfortable in but we run into trouble when we need to take her some place (like the vet) and we cant take her for walks or to the park or anything. This is very sad to me. Any ideas of where to even start?
