What should i do to improve my score and do well in my SATs? cl? tutor? etc.?

I just received my ACT scores Also, I think I will take the SATs just in case. I really want to get at least 27 but I scored a 22. I know that my main weakness in the ACT is that I do not test well in Reading. I barely get half done! I try to skim through but then I forget what the page is about. I try reading it carefully but time runs out. My math and science scores are somewhat good. They are 24s. English is 22. But I would still like boost by a few points. Therefore, what is the best method to attain this? I heard that Slyvan and/or Princeton Review is pretty good but IDK. I think that private tutoring would be best for me because I am hearing impaired and students tend to do well when they have a privat tutor. I want to do well in both my ACT and SAT (15 in PSAT). Any advice for me? I brought a few books that received decent ratings. Thanks for your advice.
